Water Assistance Program (WAP)

Thornton's Water Assistance Program helps low-income individuals and families pay their water bill. Thornton Water customers living in a single-family home, or multi-family home, or a mobile home may apply for the program once every 12 (twelve) months. Eligible households will receive up to a $588 credit on their water/stormwater account.  For master-metered customers, the credit will be issued in your name to the property owner or property management company.


Property Tax & Food Sales Tax Rebate Programs

Residents must have lived in the city of Thornton for the full previous year.

Rebate Amounts:

  • $346: single-family-home
  • $217: multi-family-home
  • $40: mobile home

Additionally, households receive a rebate based on the previous year's food sales tax percentage and household size.  In 2026 rebates range from $131 to $788, depending on household size.  Amounts vary yearly.


Reduced Rate Assistance Program (RRAP) (formerly Park Pass Program)

When approved for TAP, households receive the Reduced Rate Pass, which provides:

  • 50% discount on recreation programs, IDs, and admission fees
  • Valid at Trail Winds Recreation Center, Margaret W. Carpenter Recreation Center, Park Village Pool, and City Pool
  • Pass is valid until February 28 of the following year (annual reapplication required)

Click & Haul Program

Approved TAP applicants receive curbside bulk item pickup for only $5.  Items include: furniture, appliances, mattresses, hot water heaters, branches, remodeling debris, and more.

Eligibility Requirements

Three Ways to Income Qualify (Choose One)

  1. LEAP Approval
    If you are approved for the most recent Low-income Energy Assistance Program (LEAP) season, your entire household automatically qualifies.

  1. Enrolled in Medicaid, SNAP, WIC, or TANF  
    Each household member age 18+ must be approved for at least one of the mentioned benefits.

  • Household Gross Income
    Your household may qualify based on total gross income for all residents age 18+.  Documentation is required (see the application for examples).
